Please re-install a copy of the above file error when it is occuring on a formatted hard drive? Bios is set up to read the cdrom drive first and the windows xp disk is in the drive... Did you check the CD? His steps will not work if you cannot read the CD on the other machine (as you need to copy files from it to your formatted hard drive)

A previous edit of this answer linked to a utility called "Tweak Ctrl-Alt-Del Options" that made it very easy to disable all activities accessible via Ctrl-Alt-Del. Basically you'd just have to accumulate the list of Keys being pressed (if it starts with a control key) and cancel the command (by returning non-zero) if it's not what you want
