What is happening is that the application that you first ran in admin mode is launching the other applications, which will then run in admin mode as well, because they are being opened by that process. I have been working on pcs for a long time, and I do not know a lot of end-users who would figure this out on thier own, and Microsoft is very unclear on solving these types of issues

Instead of UAC as it is, it should have worked as an improved local policy system, with nicely organised and simply named options for configuration, similar to AD but less obtuse to use. Even in legitimate cases for running a program as an administrator, many found it easier to use an administrator account on their desktop instead of teaching users how to use RunAs (which would prompt for username and password)
