i do use usb ports all the time, for charging or syncing my iphone, connecting an older wireless usb mouse that i have, plugging in my time machine hard drive, and other stuff. yes on modern systems no on the 1983 IBM PC xt, (first with HDD) no with 2001 systems (had XP) and has hardware no longer supported by the hard ware maker, most are Defunct, now. (wipe your hard drive and start from scratch) A computer designed for windows XP may not meet the minimum specs to run 8.1 so I would check that out first
