At the beginning of the game it will be kind of rough but you start out with around 40 Gun and Sneak skill (after getting to level 2, you up them to 40). Unless you know you are going to be fighting close quarters (which you shouldn't be), you should wear this, since you should kill most enemies without them noticing

Laser Rifle: Standard LAER+ with all damage related perks and MC rounds each beam does over 65DAM per shot with -10 Damage threshold modifier and can crit for an extra 15 so unlike the laser rifle splitting the beam three ways does very little to hurt the guns effectiveness against armored targets. Also, the GRA Plasma Pistol with all mods is a force to be reckoned with, load out with Optimized rounds and you'll be hard pressed to find something you can't kill
